Why it happens
Discord only lets a bot give or remove roles that are strictly lower than the bot's own highest role. It's a hard limit of the Discord API, and no permission gets around it.
The limit stops privilege escalation: a compromised bot can never hand out a role more powerful than its own.

Higher in the list means more power.
How to fix it
Move the Verifier role above the roles you want it to manage. You only do this once.
- 01
Open Server Settings
In Discord, click your server name at the top left, then choose Server Settings.
- 02
Go to Roles
The list is ordered from highest to lowest.
- 03
Drag Verifier higher
Grab the Verifier role by its handle (⠿) and move it above every role you want it to give or remove.
- 04
Refresh the dashboard
Discord saves the new order right away, and the roles show up in the selectors.
Before and after
The only change is where the Verifier role sits.

Don't move Verifier to the top
Move it only as high as the roles it needs. A bot above your admin and moderator roles could manage them by mistake, or if it were ever compromised. Give every bot the lowest position and fewest permissions that still let it do its job.
